Stephen R. Shively P.E.

President Emeritus

Steve co-founded Bethel Engineering (formerly Dennis Bethel and Associates) in 1981 and served as Chief Engineer until 1993 when he assumed the role of President and Principal Engineer. Steve has extensive experience in development projects, specializing in value-engineered designs that can be seen throughout the central coast. His public works experience includes serving as the District Engineer for Los Alamos Community Services District and Public Works Director for the City of Solvang.

Russell J. Garrison P.E.

Principal Engineer

Russ joined Bethel Engineering in 1990 as a Staff Engineer. Since 2000, Russ has served as Chief Engineer and Vice President, in 2014 he took over the role of Company President. While managing the daily engineering operations, he also serves as the storm water quality expert holding certifications for Storm Water Pollution Prevention Plan (SWPPP) preparation and monitoring (QSD/QSP). Specializing in development projects, Russ has extensive experience in all phases of the development process, from Entitlements through Construction.

Brian Deale P.E.

Senior Engineer

Brian joined Bethel Engineering in 2000 as a Staff Engineer. He now serves as Senior Engineer leading Bethel’s Construction Support/Inspection work as well as specialized development projects, such as Airports and Agricultural clients. Brian provides Special Inspection services as well as storm water quality monitoring, working closely with the Regional Water Quality Control Board, Santa Barbara County Project Clean Water, and various City and County departments for compliance with permitting agencies. Brian also provides engineering designs for septic systems, Code Modifications, masonry walls, and drainage structures.

Lori Speer P.E.

Senior Engineer

Lori joined Bethel Engineering in 2001 as a Staff Engineer. She now serves as Senior Engineer leading Bethel’s Public Works projects as well as supporting development clients. Lori has taken over as the District Engineer for Los Alamos Community Services District, and is the Development Review Engineer for the City of Lompoc. Her expertise includes preparation and review of Specific Plans, Master Plans, EIR’s, and permit documents. Her public experience ranges from the preparation of plans for utility upgrades to infrastructure improvements, community and regional parks, education facilities, and Multi-Parcel and Community Water Systems.  In 2020, Lori was recognized by APWA (American Public Works Association) as “Professional of the Year” for her service to Los Alamos Community Services District, the City of Lompoc, and the City of Santa Maria.
